Walther Wever

General Walther Wever was the Chief of Staff of the Luftwaffe until 1936 when he died in an air accident.

Wever has been considered one of the brightest minds in the Luftwaffe and under his watch, the Luftwaffe published Air Field Manual 16 which spelled out the doctrine of use of the air force.

Wever recognized that the success of air missions depended not only on training and appropriate tactics but on the technology available and that furthermore tactics and technology were dependent on each other.
